EU Data Act

The EU Data Act (Regulation (EU) 2023/2854) is a key legislative framework regulating access to and use of data within the European Union. Its aim is to ensure fair and transparent data-sharing practices and to empower both individuals and companies to access and control data generated by connected devices – including vehicles. Your data, your rights

In accordance with the EU Data Act, we uphold the principles of transparency, fairness and user control in data sharing. The regulation ensures that generated data is accessible under clearly defined conditions – while adhering to the highest security and data protection standards.

  • Fair access & use: Users can retrieve their data themselves or share it securely with selected third parties

User types

The EU Data Act defines different user types, each with specific rights and obligations regarding data access and management. Whether you are an individual, a company, a third party or a public authority – your role determines how you may interact with and use generated data.

Private user

An individual who owns a connected vehicle, holds a contractually transferable right of use, or uses a corresponding service.

Your rights & options:

  • Request your data: Receive a copy of your historical vehicle data
  • Individual data access: Select specific data points you wish to access or share
  • Allow third-party access: Grant third parties access to certain data
  • Manage consents: Review and modify your permissions in the Volkswagen ID Portal

Companies

A company or organisation that owns a connected vehicle, holds a contractually transferable right of use, or uses a corresponding service.

Your rights & options:

  • Access to comprehensive vehicle data: Receive vehicle or service-generated data of your vehicles
  • Secure data sharing: Enable controlled exchange with partners and service providers

Third party

A company or organisation (e.g. an insurance company or service provider) that is granted access to generated data at the user’s request.

Your rights & options:

  • Request data access: Request relevant data for your product or service (e.g. for personalised insurance rates)

Authorities & public bodies

This includes regulatory authorities and public institutions that may request access to data under exceptional circumstances.

  • Data access under exceptional circumstances: Access specific data – e.g. for public safety, in emergencies or for regulatory purposes
  • Ensuring public interest & safety: Use the data responsibly for the benefit of the public
